He was wounded three times war and fought in several major battles including Antietam and Chancellorsville. In 1885 the state legislature established a state Forest Commission. It was one of the first in the nation. Fox was appointed to the Commission and lived in Albany with his family for the rest of his life. He was Superintendant of Forests for most of his state career. In that capacity he became a leader in the forest conservation movement and pioneered efforts in forest fire control, in the development of forest tree nurseries, and in reforestation. He was responsible for the acquisition of over 1,600,000 acres of state forest preserve lands in the Adirondacks and Catskills. He also had a lifelong interest in the Civil War and published several books about the war which are now highly valued by collectors. He also wrote extensively on various forestry topics, including a history of the lumber industry in New York State.7
